Approximately 97 Malaysians were detained and deported by Saudi Arabian authorities, while 34 others were fined for attempting to perform Hajj without valid visas during the 1446H Hajj season. Deputy Minister in the Prime Minister's Department (Religious Affairs), Dr. Zulkifli Hasan, stated that the stranded pilgrims in 2025 had attempted to use tourist visas for Hajj (overstaying) through unlicensed agencies or individuals. The Ministry of Tourism, Arts and Culture (MOTAC) received 204 complaints related to Umrah with estimated losses exceeding RM3.6 million and 58 Hajj-related complaints with losses over RM600,000 between 2024 and May 2025. Tabung Haji (TH) does not offer Badal Hajj services and warns against agencies offering such services, especially at low prices.
